Low bid HVAC systems often look like a win during procurement. Once a building is occupied and operating, those upfront savings are frequently offset by design compromises, control limitations, and maintenance challenges that surface after startup. What appears cost-effective during bidding can quickly become a source of comfort complaints, operational inefficiencies, and unexpected expense over the life of the system.
After more than a decade working on commercial HVAC projects, I’ve seen a consistent pattern emerge: when HVAC systems are designed or selected primarily on cost, performance is rarely the only thing that gets value-engineered out.
HVAC System Fit Matters More Than First Cost
One of the most common issues on cost-driven projects occurs during early system selection. VRF systems can be configured in different ways depending on the building’s operational needs, occupancy patterns, and performance goals.
For example, heat pump and heat recovery configurations each offer distinct advantages. Heat pump systems can be an effective and efficient solution for many applications. In buildings where simultaneous heating and cooling across different zones is a regular operational requirement, however, a heat recovery configuration may provide greater flexibility and occupant comfort.
Challenges arise when system selection is driven primarily by upfront cost rather than alignment with how the building will actually be used. In hotels, mixed-use developments, or certain multifamily properties, that mismatch can lead to comfort issues, particularly during seasonal transitions.
How Scope Reductions Impact Sizing and Performance
Scope reductions often begin with small decisions that carry outsized downstream effects. One of the most common is selecting HVAC equipment based on nominal or laboratory performance conditions rather than true design conditions. Submittal data typically lists heating performance at standardized benchmarks such as 43°F, as defined in AHRI Standard 210/240, that rarely reflect actual winter design temperatures across most U.S. climates.
When those nominal values are used for equipment selection, systems can be undersized for peak heating or cooling demand. The gap may go unnoticed during mild weather, but it becomes apparent during the first extreme cold snap or heat wave when systems struggle to maintain setpoints and comfort complaints begin to surface.
Controls scope is another area where cost-cutting is common. Building automation systems (BAS) can be expensive, so they’re often reduced or eliminated on low bid projects. While this can make sense in some cases, particularly with systems that have robust built-in controls, problems arise when control strategies are oversimplified or poorly coordinated. In those situations, building operators are left to manually intervene, especially during shoulder seasons, undermining efficiency and increasing labor demands.
Startup Is Not Commissioning
One of the costly misconceptions on low bid projects is treating “startup” as a substitute for commissioning. Startup typically confirms that equipment powers on and runs. Commissioning verifies that the system has been installed correctly, operates as designed, and performs reliably under expected conditions.
VRF systems, in particular, require careful attention to piping architecture, installation practices, and manufacturer-specific requirements. When contractors wait until the end of construction to involve manufacturers or commissioning agents, installation errors may already be baked into the system. Issues such as improper piping can lead to failures of the compressor – the heart of the VRF system – and the most expensive and disruptive outcome an owner can face.
Engaging manufacturers and commissioning teams early and often helps identify and correct problems before they become costly failures. Skipping those steps may reduce upfront cost but can dramatically increase risk in the first year of operation and beyond.
The Operational Costs Owners Inherit
When owners say, “the low bid saved us money,” the real question is: for how long? Operational and maintenance burdens tend to surface quickly. Comfort complaints lead to service calls. Manual overrides become routine during seasonal transitions. Maintenance teams spend time compensating for systems that don’t deliver as expected.
In the most extreme cases, owners may be forced to offer rent concessions or even replace entire HVAC systems that never should have been installed in their original configuration. At that point, any perceived savings from the low bid have long since disappeared.

Engineers and contractors can protect performance by selecting equipment based on true design conditions, accounting for regional requirements, and clearly defining non-negotiables such as controls, commissioning, documentation, and training.
Low first cost is easy to measure; long-term value is harder to quantify. The most successful projects recognize that thoughtful upfront decisions are not an added expense, they are insurance against far more expensive problems down the line.
