The refrigerant supplier and refrigerant lifecycle management company A-Gas supports California’s recent regulatory changes by providing its Penguin Certified Reclaimed Refrigerants, which are fully compliant with the latest state requirements outlined in Assembly Bill (AB) 663.
AB 663, signed last October, clarifies California’s State Bill (SB) 1206 and establishes strict criteria for what qualifies as a certified reclaimed refrigerant. Under the law, certified reclaimed products are exempt from HFC GWP restrictions, provided they meet specific criteria: Each cylinder must contain at least 85% reclaimed material by weight, be AHRI 700 certified, achieve a minimum purity of 99.5%, and be processed by a reclaimer certified by the U.S. Environmental Protection Agency (EPA).
The law also eliminates ambiguity regarding inventory, with clear guidance that stockpiled refrigerants that do not meet these standards are now deemed noncompliant regardless of their purchase date. The sale or use of noncompliant refrigerants carries significant civil and criminal penalties.
